On the fateful day, Singh was doing his duty at the Civil Line Circle in Wazirabad Bridge.  Basically, his duty time starts from 8.00 a.m. to 8.00 p.m.  It was late afternoon around 7.00 p.m. near Timarpur Main Intersection there was a [VIP delegate] in Volvo bus coming from Nepal to New Delhi on a special mission.
